Decide on ubuntu, cmake and C++ version
Just discovered that ifstream only supports std::string arguments since C++11, which opened a whole new set of questions of what versions we want to use:

C++: version 11 is nice and used at multiple places in the old repo, but it could be avoided to not force users into using c++11 themselves.

cmake: While trying to compile a package with c++11 for testing, i discovered that the really convenient cmake function "target_compile_features" which figures out the necessary c++ version by itself is only available in cmake >=3.1. Currently the created orocos packages require 2.6.3. In addition ubuntu 14.04 does only provide cmake 2.8.12.2.

Ubuntu: Do we make a requirement regarding ubuntu? Or should the user worry about that himself? @Maximilian.ernestus
